Long-term social care services

Long-term social care services in nursing homes are provided to dependent or partially independent elderly persons who require constant specialist care, to adults with mental disabilities and (or) mental disorders, due to which they have been assigned a level of 0–40 percent work capacity.

List (composition) of long-term social care services provided:

1. Information, consultation, mediation and representation.

2. Accommodation.

3. Organization of meals.

4. Development and maintenance of daily living skills.

5. Provision of essential clothing and footwear.

6. Organization of transport.

7. Organization of socio-cultural services.

8. Development of work skills.

9. Personal hygiene and care.

10. Meeting religious needs.

11. Organization of health care services.

12. Other services required by the person according to his/her level of independence.

Persons in a nursing home are accommodated for long-term social care in the following order:

1. Elderly persons are accommodated in the stationary care unit. Elderly clergy of Lithuanian dioceses and lay church workers are accommodated in this unit with priority.

2. Adults with mental disabilities and (or) mental disorders, due to which they have been assigned a level of work capacity of 0–40 percent, are accommodated in the group living home unit.

3. Having made a decision to send a person to a nursing home, the municipal administration shall send a copy of the decision to the Department of Disabled Affairs under the Ministry of Social Security and Labour (hereinafter referred to as the Department).

4. Before a person is accommodated in a nursing home, a referral of the person to a nursing home (hereinafter referred to as the referral) is issued.

5. If there are vacant places in the Care Home, the Department shall issue a referral no later than within 3 working days from the date of receipt of the decision on the granting of social care. The referral shall be submitted (sent) to the person (guardian, caregiver). A copy of the referral shall be submitted to the Care Home to which the person is sent. A copy of the Department's referral shall be submitted to the municipality that made the decision on the granting of social care to the person.

6. The issued referral shall be valid for 30 calendar days from the date of its sending to the person (guardian, caregiver).

7. If the person does not settle in the Care Home within the validity period of the referral, the decision to grant social care shall be deemed to have lapsed.

8. If there are no vacant places in the Care Home, the person shall be entered in the queue of persons for long-term social care in the State Care Home, which is formed and managed by the Department. Persons may not be accommodated in the Care Home without a queue - on an urgent basis.

Short-term social care services

Short-term social care services in care homes are provided to persons who need constant assistance requiring specialist care, when family members, guardians, and caregivers are temporarily unable to care for these persons for certain reasons (illness, business trip, vacation, etc.).

List (composition) of short-term social care services provided:

1. Information, counseling, mediation, and representation.

2. Accommodation.

3. Organization of meals.

4. Development and maintenance of daily living skills.

5. Provision of essential clothing and footwear.

6. Organization of transportation.

7. Sociocultural services.

8. Development of work skills.

9. Personal hygiene and care.

10. Meeting religious needs.

11. Organization of health care services.

12. Other services required by a person according to their level of independence.

Persons are accommodated in nursing homes for short-term social care in the following order:

Short-term social care services in nursing homes are provided to dependent or partially independent elderly persons who require constant specialist care, to adults with mental disabilities and/or mental disorders, due to which they have been assigned a level of work capacity of 0–40 percent.

Persons may be accommodated in nursing homes for short-term social care by decision of municipalities (when services are organized by the municipality) or by mutual agreement between the social care institution and the person receiving services (person representing them).

A person (if the person is capable) or a guardian/caregiver (if the person is incapable/limitedly capable) who wishes to receive services shall submit a written application.

Short-term social care services are provided for at least 12 hours a day for up to 6 months a year or up to 5 days a week indefinitely.

Services provided by group living homes

A group living home unit (hereinafter referred to as GGN) is intended for the residence of adult persons with intellectual disabilities and/or mental disorders, due to which they have been assigned a 0–40 percent work capacity level. GGN is focused on enabling a person to live as independently as possible in the community. One of the most important features of GGN is that it provides disabled persons with the opportunity to use the services provided by institutions in the community (such as day, community, day social care, mental, cultural centers, etc.) and organize them, but not to provide them themselves.

A maximum of 10 persons live in one GGN building or house.

The most important goals of GGN are:

1. To provide long-term/short-term social care that ensures the resident's diverse needs and best interests.

2. To satisfy the psychological, social, cultural and spiritual needs of each resident.

3. To help residents integrate into society and the labor market, to create conditions for self-expression.

4. To create appropriate conditions for the development of residents' creative abilities, the formation of social skills, their physical activity, health promotion, self-management skills and strengthening of independence.

5. To develop and strengthen residents' abilities and opportunities to independently solve their social problems, to help overcome social exclusion.

6. To create a safe, well-organized GGN environment necessary for the daily life of residents.
